New Delhi: Schools, colleges, universities and other educational institutions have been brought under a broader “educational institutes” category in Delhi’s Master Plan 2047, with development norms increasing floor area ratio for all of 40 per cent to 180 per cent.
The plan provides development norms for early learning centres, schools up to class 6, schools up to class 7, special schools, residential schools, colleges, research and development centres and university campuses.
For colleges and research and development centres, the minimum plot area will be 1,000 square metres or as prescribed by the concerned accreditation institution, whichever is higher.
The maximum ground coverage will be 40 per cent, FAR 225 and up to 18 floors will be allowed, with no restriction on height.
For university campuses, including International Education Centres, the plot area will be as per UGC or AICTE norms. The maximum FAR will be 225, with up to 24 floors allowed and no restriction on height.
Residential schools have also been added to the education institutes category and will be permitted under the plan. For such schools, the maximum ground coverage will be 40 per cent, FAR 150 and up to 18 floors will be allowed.
For early learning centres, the minimum plot area will be 500 square metres with maximum ground coverage of 40 per cent. Norms for early learning centres, schools up to class 6, schools up to class 7 and special schools will be as specified under applicable norms.
The plan provisions that sports and cultural activities must occupy 15 per cent of the total land area of a university campus, while another 15 per cent should be used for parks and landscaping.
The plan identifies institutions such as IIT Delhi, Jawaharlal Nehru University, AIIMS, the Indian Agricultural Research Institute in Pusa, Qutub Institutional Area and the University of Delhi as important education and research centres.
It proposes enhanced FAR for schools to promote infrastructure for extra-curricular activities in line with the National Education Policy.
Schools and training facilities for children with disabilities and special needs will now be permitted as standalone facilities. New and existing schools will have to follow provisions of the Rights of Persons with Disabilities Act.
The plan says different norms and standards will apply to institutions based on the requirements of the University Grants Commission, All India Council for Technical Education, Directorate of Education, GNCTD and the CBSE.
Coaching centres and vocational training centres will be allowed to operate in school premises after school hours, subject to prescribed conditions.
For schools run by the Delhi government or local bodies, an approval will be needed.
In the case of privately run schools on leased land, intimation to the lessor and payment of the prescribed fee will be required.
A new institutional hub has been identified in Narela, where public and private universities and institutions will be developed. PTI
