Panaji: The Congress and the Revolutionary Goans (RG) have reached an in-principle agreement to contest the 2027 Goa assembly elections together, but the proposed alliance is contingent on the Congress committing to RG’s Person of Goan Origin agenda and 10 other conditions.RG has asked the Congress to ensure strict implementation of the definition under the Goa Succession, Special Notaries and Inventory Proceeding Act, 2012, with applicable name-change provisions restricted to those covered under the law.RG MLA Viresh Borkar and the party’s alliance committee have also made it clear that none of the present or former MLAs who defected to the BJP should be allowed to join the alliance or get a ticket. The party has also sought a commitment that there will be no defections after the elections.If the alliance wins the elections with a sizeable number of seats, the parties have agreed to revisit policies and decisions taken over the past 10 years.The 11 core points specified by RG will form the foundation for political discussions and any future alliance. Borkar said the conditions were aimed at protecting Goan identity, land, water, forests, natural resources and the future of Goan generations.RG has also sought the scrapping of Section 39A of the Town and Country Planning Act. The demand is likely to feature in the manifestos of both parties as part of the common minimum programme being discussed during the alliance deliberations.Another key demand is the adoption of modern methods to strengthen law and order, with responsibility and accountability fixed to ensure the crime graph comes down.RG has also called for the common minimum programme to focus on Goan businesses and industries by supporting local entrepreneurs, while creating employment, training and job opportunities for local youth.Borkar has sought reforms in water and electricity supply, particularly in conservation and billing. The party has also proposed reforms in tender processes for services, supplies and work contracts across govt departments.RG has further sought adoption of the 73rd and 74th amendments to the Goa Panchayat Raj Act, 1994, saying these would help ensure environmental conservation and protection.
