Dreaming of owning a home but worried about rising property prices? The government’s Credit Linked Subsidy Scheme for Middle Income Group (CLSS for MIG) could offer some relief.Launched in 2017 under the Pradhan Mantri Awas Yojana-Urban (PMAY-U), the scheme is aimed at helping middle-income families who do not own a pucca house. It allows eligible beneficiaries to avail home loans from banks, housing finance companies and other recognised institutions for the purchase, construction, or even re-purchase of a house.The CLSS forms part of the Centre’s broader push to make housing more affordable for Middle Income Groups by easing the burden of home loans and helping reduce monthly EMIs.
Eligibility
- The foremost requirement is that the potential applicant must not be in possession of a pucca house registered either in his/her name or in the name of any member of his/her family in any part of India.
- Parameters to identify the Middle Income Group
- Middle Income Group-I (MIG-I) – annual household income between Rs 6 lakhs and up to Rs 12 lakhs
- Middle Income Group-II (MIG-II) – annual household income between Rs 12 lakhs and up to Rs 18 lakhs.
- In case of a married couple, either of the spouses or both together in joint ownership will be eligible for a single house, subject to the income eligibility of the household under the Scheme.
- Applicants must not have availed the benefits of any central housing scheme prior to applying for CLSS.

Application processes:
Here are the steps to apply for the assistance scheme:
- Visit a bank or financial institution that is part of the PMAY scheme to begin the application process.
- Collect the CLSS for MIG application form from the participating lender or institution.
- Fill in the form carefully with all the required details and attach the necessary documents.
- Submit the completed application to the lender for verification. Once approved, the loan amount will be deposited into your bank account.
- Your lender will then coordinate with nodal agencies to process the interest subsidy, which will later be credited to your loan account.
After completing the application process, it is important to regularly track the status of your application through the CLAP Portal.Here’s how to check your application status:
- Visit the home page and open the CLSS tracker section.
- Enter the valid Application ID received through SMS from CLAP.
- An OTP will be sent to you for verification.
- After entering the OTP, the system will display the status of your application. Completed stages will appear in green, while stages currently under process will appear in blue.
- Existing CLSS beneficiaries who have received subsidy amounts in multiple disbursements can also view details of previous disbursements, including dates and subsidy amounts.

Preference under the scheme may be given to women, especially widows and single working women, along with applicants belonging to the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, persons with disabilities, and members of the transgender community.The interest subsidy is credited upfront directly to the beneficiary’s loan account through Primary Lending Institutions (PLIs). These include Scheduled Commercial Banks, Housing Finance Companies, Regional Rural Banks, State Cooperative Banks, Urban Cooperative Banks, Small Finance Banks, Non-Banking Financial Company-Micro Finance Institutions (NBFC MFIs), and other institutions identified by the Ministry of Housing and Urban Affairs (MoHUA).To prevent duplication of benefits, Aadhaar numbers of beneficiary families are linked by the PLIs before claims are submitted to the central nodal agencies.The scheme helps middle-income families without a permanent home reduce the burden of a housing loan through an interest subsidy. Eligible applicants can apply through banks or housing finance companies by submitting the required documents, following which the subsidy amount is credited directly to the loan account, lowering both the outstanding loan amount and the monthly EMI.
