Srinagar, Sep 28: As many as 42,540 cases under the Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) have been recommended for deletion in Jammu and Kashmir following verification at the block and district levels, Rural Development and Panchayati Raj Department has informed the J&K Legislative Assembly.
The figures were disclosed in a written reply to a starred question raised by Kangan MLA Mian Mehar Ali, who sought details regarding the exclusion of eligible households from the Awaas+ 2024 survey, as well as the subsequent automated scrutiny, validation and verification process.
According to the government, 38,457 flagged cases pertain to the Jammu division, while 4,083 are from the Kashmir division, taking the total number of system-flagged cases to 42,540.
The department, however, clarified that no eligible household or individual has been deliberately or officially rejected or deleted from the Awaas+ 2024 survey at these stages.
The government said PMAY-G is aimed at providing pucca houses with basic amenities to eligible rural houseless households and those living in kutcha or dilapidated houses, in accordance with the prescribed guidelines of the Government of India.
It further said that some blocks had reported cases where deserving households were not appearing in the draft Permanent Wait List (PWL), apparently due to automated scrutiny, validation and eligibility checks carried out through the prescribed system.
“Since the final PWL has not yet been generated, non-inclusion of a household in the Draft PWL cannot, at this stage, be treated as final rejection or deletion from the PMAY-G beneficiary selection process,” the department said.
The department also acknowledged receiving complaints regarding the exclusion of eligible households due to technical or system-generated flags and errors in the Awaas mobile application.
It said cases flagged or reverted by the automated system were being subjected to verification or re-verification by the concerned field functionaries as per the prescribed procedure. It said, no such case could be considered finally rejected or deleted without due verification and approval by the competent authority, wherever required.
The department confirmed that 42,540 system-flagged cases had been recommended for deletion after verification at both block and district levels under the deletion module, for which guidelines had been conveyed by the Ministry of Rural Development, Government of India.
Regarding households left out of the beneficiary list, the department said there was presently no prescribed provision or procedure for the direct incorporation or re-inclusion of deleted or left-out beneficiaries in the PMAY-G list.
The department said that Gram Sabhas had been conducted in the concerned Panchayats to identify and verify genuine and deserving households that may have been left out during the survey or re-verification process. On the basis of these proceedings, the draft Permanent Wait List is being prepared.
The department said cases identified or recommended by the Gram Sabhas would be examined and processed further in accordance with the applicable guidelines and instructions of the Ministry of Rural Development and the procedure prescribed by the competent authority, once such a provision or procedure is made available.
