Bengaluru: Getting a verdict is only a small — if not easy — part of a legal fight. The bigger battle is against non-compliance with court orders. Karnataka continues to see high pendency in the execution of consumer commission orders, with thousands yet to receive their awarded amounts as of Jan 2026.According to Karnataka State Consumer Disputes Redressal Commission, 10,108 execution cases are pending. The state has 605 execution petitions pending out of 1,841 filed since inception. At the district level, the burden is huge: Across 34 district commissions, 68,606 execution petitions were filed, of which 59,103 were disposed of, and 9,503 cases remain pending for recovery of money or compliance.The orders should be obeyed and the award honoured within 30 days, failing which a penalty of Rs 25,000 to Rs 1 lakh will be slapped on the defaulting parties.Pendency is high in urban centres: Belagavi tops, followed by Bengaluru Urban, Mysuru, Dharwad, and Bengaluru Urban IV Additional.While the commissions are relatively effective in deciding complaints, the post-order enforcement stage continues to challenge the consumer dispute mechanism, particularly in high-volume districts.Officials said pending cases range from recovering money to returning original sale deeds, handing over flats, or completing bank-related transactions. “Often, opposite parties are unwilling to pay even after orders, creating hurdles and disputes, though the commission has already passed directions for compliance,” an official added.A consumer from Bengaluru’s Jayanagar, who won a case against a telecom giant, is still waiting for Rs 10 lakh money. He said: “I had paid the money under the telecom company’s housing project. It’s my hard-earned money.”Unlike civil courts, officials said, consumer forums do not have bailiffs to enforce orders, leaving implementation largely to the opposite party’s willingness to comply. Some consumers approach civil courts for contempt proceedings. To bridge this gap, the commission sought police assistance in executing orders, particularly in cases involving property attachment or arrest warrants.In response, the police department assigned one cop to each commission, which the officials say has significantly helped in assisting the commissions and protecting consumer interests.Insurance tops the complaints listThe commissions saw 3.3 lakh case filings, of which 16,635 were pending. Among all sectors, the insurance sector reported the largest case filings across Karnataka, with 76,956 appeals filed and 6,067 pending. This was followed by the housing sector (private and govt), with 40,396 cases filed and 3,222 pending.
