Chandigarh: Haryana has tightened regulations on private coaching institutes, barring them from conducting classes for school-going children during school hours to curb the mushrooming of dummy schools.
The higher education department notified on Aug 24 the Haryana Private Coaching Institutes (Registration and Regulation) Rules 2026, under the Haryana Registration and Regulation of Private Coaching Institutes Act, 2024.
As a condition for mandatory registration, coaching institutes will have to submit an affidavit confirming that classes will not be held for students during regular school hours. The requirement is significant for students enrolled in schools but attending coaching centres during the day, a practice associated with the wider “dummy school” model.
Registration is a must even for existing institutes and has to be renewed every three years. Applications are to be submitted on the designated portal with a ₹10,000 fee, and scrutiny will be completed in 30 days.
The regulatory framework also requires institutes to disclose their courses, curriculum, fee structure, batch size, classroom capacity and details of teaching, counselling and non-teaching staff. Information on basic facilities such as drinking water, separate toilets, fire safety, first aid and other infrastructure will also have to be furnished.
The rules seek greater accountability by requiring registered institutes to maintain records and provide information to authorities.
Violations can attract a ₹25,000 fine for the first offence and ₹1 lakh for subsequent offences, while continued non-compliance can lead to cancellation of registration.
The move comes amid a broader push by the Centre and states to regulate private coaching centres over concerns relating to unregulated operations, student safety, fees and educational practices.
