Mangaluru: A retired PU lecturer from Mysuru has filed a complaint with the Lokayukta police in Mangaluru, alleging that Gerald Santhosh D’Souza, dean of education, director of physical education and chairman at Mangalore University, transferred Rs 9.5 lakh from a department’s official bank account to his personal account.The complainant, Satyanarayan RN, 66, a resident of Vijayanagar, Mysuru, alleged the transfers violated rules as there is no provision to move large sums of money from govt account into an individual’s personal account. He also added that he approached Lokayukta after obtaining details through RTI act, and later suspected that the information was incomplete.Satyanarayan told TOI that his initial RTI request was rejected on the grounds that the information could not be shared. He said he received the details only after filing an appeal and travelling to Mangaluru for the appeal enquiry. He alleged that since the person named in the complaint was in charge, the disclosures may not fully reflect the transactions. Calling it a case of financial mismanagement and administrative complicity, he sought a Lokayukta probe.As per the RTI information, between Jan 21, 2022 and Feb 9, 2024, a total of Rs 9,52,058 was transferred from physical education department’s official account maintained at SBI’s Konaje branch to D’Souza’s personal account. The transactions include Rs 15,077 on Jan 21, 2022 and Rs 99,800 on Feb 2, 2022. Three transfers of Rs 45,000 each were made on Nov 6, followed by Rs 15,700 on Nov 7. On Sep 5, 2023, multiple transfers of Rs 15,745 were made, along with two additional transfers of Rs 10,794 and Rs 10,784. On Feb 9, 2024, five different amounts were allegedly transferred. Satyanarayan alleged there were 45 separate transactions in total.MU vice-chancellor PL Dharma said he would look into the allegation, meet D’Souza and respond.
