Shillong: Meghalaya has barred the felicitation of political dignitaries at govt programmes, shifting the spotlight to citizens.A personnel and administrative reforms department circular issued on Wednesday said the CM, deputy CMs, ministers and other state dignitaries should not be felicitated at govt events. The only exceptions are functions attended by Union ministers or foreign dignitaries.“Instead of honouring dignitaries, all administrative departments have been asked to felicitate two or three members of the public during official programmes. Such representatives may also be allowed to address the gathering, if considered appropriate,” an official said.The circular, issued by secretary Isawanda Laloo, ordered immediate compliance. The move seeks to reduce ceremonial formalities and give citizens greater recognition.Meanwhile, schemes under the CM’s Special Development Fund (CMDSF) were distributed on Wednesday at the CM’s residence in Tura.CM Conrad K Sangma said the fund supports small but impactful schemes.“While expectations may not always match the allocations, efforts are being made to reach every region — not only in Garo Hills, but also in Khasi Hills and Jaintia Hills,” he said.Sangma said CMDSF was being prioritised to deliver direct benefits. He attributed delays to high demand and efforts to ensure equitable distribution within available budgets, adding that funds were released through deputy commissioners after due procedure.
