Gurgaon: MCM has initiated groundwork towards the proposed waste-to-energy (WTE) plant, initiating the process to fence the remaining 10 acres of land earmarked for the project in Kasan village. Once operational, the facility will process municipal solid waste (MSW) — everyday household and commercial garbage — and convert it into energy.“Out of 20 acres of land, we got possession of 10 acres of land first that was already fenced. We have now got possession of the remaining 10 acres of land on which now the work will begin. Fencing will be completed in 15 to 20 days,” said MCM executive engineer Nijesh Kumar.On Tuesday, the civic body floated a tender to hire an agency for fencing the 10-acre parcel recently acquired by HSIIDC for the project.The project gained momentum in March when the directorate of urban local bodies (ULB) constituted a committee to prepare a model request for proposal (RFP) for waste-to-energy projects in major municipal corporations, including Gurgaon, Faridabad and Hisar.According to ULB officials, the project will be developed under the public-private partnership (PPP) model. The Ministry of Housing and Urban Affairs has also issued a model RFP to assist states and ULBs in structuring technically viable and financially sustainable waste-to-energy projects.The committee has been tasked with carrying out techno-economic and feasibility reports, identifying suitable sites, assessing waste generation, and planning the power purchase agreement (PPA) framework. It will also estimate project costs, evaluate environmental requirements and outline mechanisms for the disposal of residual waste.However, environmentalists consistently oppose waste-to-energy (WTE) plants. They argue that burning mixed solid waste releases dangerous air pollutants and directly violates the 2016 Solid Waste Management (SWM) rules.
