Mapusa: Mandrem police have registered a FIR against a local villa owner for failing to submit mandatory documentation for six Ugandan nationals residing at his property. The action comes as part of a crackdown to ensure compliance with foreign national registration protocols in the coastal belt. The accused, identified as Francesco Rodrigues, a resident of Girkarwada, Arambol, allegedly hosted foreign nationals at ‘Vitorino Villa,’ on a rental basis. Police said Rodrigues failed to furnish the mandatory ‘C’ Forms — a legal requirement for any hotel, guest house, or private villa owner hosting international guests — within the stipulated time-frame.The lapse was noticed during an inspection on Feb 19, following which a formal complaint was lodged by PSI Paresh Kale on behalf of the state. Mandrem police have booked Rodrigues under Section 23(b) of the Immigration and Foreigners Act, 2025.While the investigation into the guests’ visa status continues, the primary charge against the owner focuses on the procedural failure to notify the Foreigners Regional Registration Office (FRRO).
