Chandigarh: With fewer than half of its sanctioned regular teaching posts filled, Panjab University is currently operating with 617 permanent faculty members for a campus enrolment exceeding 16,000 students, according to official data as of Feb 5.

Against a total sanctioned teaching strength of 1,378 (including 44 part-time) posts across categories, only 617 regular positions are occupied, placing permanent faculty strength at under 50%. The remaining academic load is being managed by 95 temporary teachers, four on contract, 444 guest faculty and 23 part-time teachers.

The staffing pattern reflects differently, depending on how the teacher-student ratio is calculated.

However, when all categories of teachers are included, the ratio improves to around 1:14, placing the university within the prescribed norm.

The numbers underline a structural distinction. Guest and part-time teachers play a critical role in ensuring classes run on schedule and syllabi are covered. However, long-term academic functions — research supervision, doctoral mentoring, laboratory continuity and funded project leadership — are generally anchored by permanent faculty.

At a university with a substantial postgraduate and doctoral base, the proportion of regular faculty influences the capacity to guide research scholars over multiple years. While ad hoc appointments help manage classroom requirements, sustained research eco-systems typically depend on stable, full-time faculty strength.

The National Education Policy 2020 emphasises adequate and timely recruitment of faculty and strengthening research-intensive universities, while the existing operational benchmark under UGC norms remains around 1:20 for teacher-student ratio. On the strength of permanent faculty alone, the university currently stands above that threshold at 1:26.

University authorities have initiated recruitment processes and explored provisions such as professors of practice under UGC guidelines. Even so, with less than half of sanctioned regular posts filled, the gap between approved strength and permanent appointments remains a defining feature of the institution’s present academic profile.

For now, Panjab University’s overall ratio appears comfortable when all teaching categories are counted. On regular faculty strength alone, however, the numbers tell a different story, placing renewed focus on permanent recruitment as the university balances enrolment, teaching load and research commitments.
