Srinagar, Sep 29: The Jammu and Kashmir government has sanctioned 586 sports infrastructure works involving an approved allocation of Rs 182.75 crore during the financial year 2026-27, even as only 90 works have been completed so far, the Youth Services and Sports Department has informed the Legislative Assembly.
The information was provided by the Youth Services and Sports Minister in response to a question raised by MLA Tral Rafiq Ahmad Naik regarding the construction, upgradation, renovation and expansion of sports stadiums and major sports complexes across J&K.
According to the reply, the department sanctioned 587 works worth Rs 155.40 crore during 2025-26. Of these, 338 works were taken up and 272 were completed, while works involving playgrounds, sports infrastructure, buildings and other complexes accounted for 273 completed works as per the department’s classification.
For 2026-27, the department has sanctioned 362 ongoing works with an approved allocation of Rs 87.17 crore and 224 new works worth Rs 95.57 crore. Against the total allocation of Rs 182.75 crore, Rs 24.38 crore has been utilised so far.
Of the 586 works sanctioned this financial year, 90 have been completed, while 80 works have been completed under the category covering development/upgradation of playfields/playgrounds, creation of sports infrastructure and construction of buildings and complexes.
The government said two major sports projects have been sanctioned or taken up for execution in the Tral constituency.
During 2023-24, development of a playground at Bajwani Tral Pulwama, including two dugouts, two practice pitches, two grounds and a synthetic volleyball court, was sanctioned at an estimated cost of Rs 70 lakh. The work was allotted at a cost of Rs 50.70 lakh, against which Rs 49.30 lakh has been utilised. The department said the project has been physically completed.
The project received Rs 35 lakh, Rs 41.95 lakh and Rs 9.35 lakh during 2023-24, 2024-25 and 2025-26 respectively, with utilisation of Rs 3.96 lakh, Rs 37.39 lakh and Rs 7.95 lakh.
A second project for development of a playfield at Koil Shikargah was sanctioned during 2025-26 at an estimated cost of Rs 1 crore. The work was allotted at Rs 63.56 lakh, of which Rs 36.08 lakh has been utilised. The department said the work is 50 per cent physically complete.
On the demand for construction and upgradation of sports infrastructure in Tral and other constituencies, the department said it had received a D.O. letter from MLA Rafiq Ahmad Naik dated February 23, 2026, regarding strengthening of sports infrastructure in the constituency.
“The matter is under consideration in the Department,” the government said, adding that three works have been proposed for execution/construction under the appropriate schemes, subject to availability of funds and feasibility.
The department further said it had received 183 demands from various constituencies and districts – 158 from the J&K Sports Council and 25 from the Directorate of Youth Services and Sports – submitted by public representatives, social activists and other stakeholders.
Of these, 107 demands have been taken up for execution, while the remaining demands would be considered in a phased manner, subject to availability of free and encumbrance-free land, requisite funds and feasibility of the proposed works.
On whether the government plans further upgradation of existing stadiums and development of new sports infrastructure in underserved and rural constituencies, particularly Tral, during the current financial year, the Minister said the department would consider such proposals.
The provision of sports infrastructure in rural constituencies and underserved areas, including Tral, would be subject to availability of suitable land and funds, technical feasibility, approval under the relevant scheme and approval of the competent authority, the reply said.
