Srinagar, Sep 24: The Jammu and Kashmir Finance Department has set the budget preparation process for the financial year 2027-28 in motion, directing all Administrative Departments, Heads of Departments (HoDs), Budget Controlling Officers and Drawing and Disbursing Officers (DDOs) to begin the exercise with immediate effect.
In an order issued on Thursday, the Finance Department said the departments would have to complete the scrutiny and compilation of their budget estimates and forward the proposals to the Finance Department by October 31, 2026.
As per the schedule, budget preparation at the DDO level has to be completed by October 20, while the exercise at the HoD level has to be completed by October 25.
The department said the budget preparation exercise for both the Revenue and Capital budgets would be carried out online through the Budget Estimation, Allocation and Management System (BEAMS).
“Hard copies of forms except for B4(i), B4(ii), B-10 and project-wise statement shall not be entertained in the Finance Department,” the order stated.
The Finance Department said technical assistance for the exercise would be provided by its Project Management Unit (PMU) team and resource persons available in district treasuries.
It directed Administrative Departments to undertake due scrutiny of the estimates before forwarding their recommendations to the Finance Department. A separate calendar for discussions on departmental budget proposals will be issued later.
The department also clarified that budget proformas for Revenue and Capital Expenditure would have to be submitted in soft copy and that incomplete proposals would not be accepted.
The PMU team has been tasked with making arrangements for data entry in BEAMS by DDOs and Budget Controlling Officers at the HoD level, as well as by Directors Finance and Financial Advisers-cum-Chief Accounts Officers at the Administrative Department level.
The Finance Department further directed the PMU team to ensure that BEAMS supports all standardised “Detailed Heads” in accordance with Government Order No. 177-F of 2025, dated June 26, 2025, for the financial years 2026-27 and 2027-28.
Meanwhile, all Administrative Departments and Deputy Commissioners have been asked to attach a list of shelves of projects for 2027-28 qualifying under the Scheme for Special Assistance to States for Capital Investment (SASCI).
The Finance Department said detailed instructions for preparing the budget proposals were contained in the relevant annexures, while departments could also refer to the Budget Manual 2020 for existing instructions.
