Kanpur: In compliance with the directions of the State Election Commission, the divisional commissioner, Kanpur, has appointed Praveen Kumar Rai, joint development commissioner, as observer for the Bithoor Nagar Panchayat bye-election.“He will ensure a fair, peaceful and transparent polling and counting process,” said Vivek Chaturvedi, ADM (Finance and Revenue) and deputy election officer.According to Chaturvedi, Praveen Kumar Rai will reach Kanpur on Oct 12 and stay at Canal Colony, Govind Nagar. He will operate from the office of the joint development commissioner, Kanpur division.
