Deputy Chairperson to act as Chairperson of Rajya Sabha
As per Article 91 of the Constitution, when the Vice President’s post falls vacant, the Deputy Chairperson of the Rajya Sabha takes charge of the Chairman’s duties. Harivansh, a Janata Dal (United) MP, currently holds the Deputy Chairperson post and will lead the Rajya Sabha during the ongoing Monsoon Session until a new Vice President is elected.
Dhankhar’s resignation and what’s next
Dhankhar’s resignation comes amid political developments, including the BJP’s internal transition as it prepares to appoint a new national president after August 15. Dhankhar had assumed the Vice President’s office in August 2022. His tenure, which was expected to last until 2027, ended abruptly following a day of unusual proceedings in Parliament.
Vice President Election process
According to Articles 63 to 71 of the Constitution and the Vice-President (Election) Rules, 1974, the election for the new Vice President must be completed within 60 days of the resignation — by September 19, 2025. The electoral college includes members of both the Lok Sabha and Rajya Sabha — currently 788 MPs. Voting will take place through a proportional representation system using a single transferable vote and secret ballot. The Election Commission will announce the poll date.
Who could be the next Vice President?
The BJP-led NDA, which holds a majority in both Houses, is expected to select a candidate soon. Possibilities being discussed include a senior BJP leader, former governor, or one of the Union ministers.
“We are still processing it. But I believe the party will choose someone who is a solid choice and is non-controversial,” a BJP leader told news agency PTI.Harivansh, who has served as Rajya Sabha Deputy Chairperson since 2020, is also being seen as a potential candidate, given his experience and the trust he enjoys from the government.
Qualifications for the Vice President post
Any person contesting for the Vice President’s post must be:
- A citizen of India
- At least 35 years old
- Qualified to be elected as a Rajya Sabha member
- A registered voter anywhere in India
Additionally, the candidate must not hold any office of profit under the central or state government, except those such as the President, Governor, or Minister.
Jagdeep Dhankhar’s tenure as Vice President
During his time as Vice President and Chairperson of the Rajya Sabha, Dhankhar had frequent confrontations with opposition leaders. His remarks, often on sensitive topics, sometimes caused concern even within the ruling alliance.
Dhankhar had earlier served as the Governor of West Bengal before contesting and winning the Vice Presidential election as the NDA’s candidate in 2022.
