Gurgaon: There will be no sale deeds for “identified properties”, where unauthorised residential units have been constructed in Palam Vihar.Escalating its crackdown on illegal constructions, the district town planner (enforcement) has initiated coordinated action across departments to curb violations in C2 Block, including stopping property registrations and disconnecting essential services.Town planner (enforcement) Amit Madholia on Thursday wrote to the Gurgaon sub-registrar directing an immediate embargo on execution of any sale deeds for identified properties where unauthorised multi-dwelling units have been constructed in violation of HBC-2017 and provisions of the Haryana Development and Regulation of Urban Areas Act, 1975. The letter specifically lists 11 plots — including C2/913, C2/956, C2/1226 and others — where enforcement action has already been initiated. The communication notes that despite earlier steps such as sealing drives, lodging of FIRs and even revocation of occupation certificates in some cases, the units continue to remain occupied and violations are ongoing. Authorities have now sought strict compliance to prevent further sale or transfer of such illegal properties.Parallelly, the town planner has written to the executive engineer of DHBVN, Sector 23, seeking immediate disconnection of electricity supply to the same set of properties. Similarly, MCG has been asked to disconnect water supply and sewer connections to these buildings.The letter emphasises that the action is being taken in compliance with orders dated March 13, issued by the director, town and country planning, Haryana, following directions of Punjab and Haryana high court in the Sandeep Lamba case. In a separate letter addressed to the joint commissioner, MCG, the town planner office highlighted that continued availability of civic services was enabling occupation of illegal structures and sought urgent coordination for enforcement. Officials said the multi-pronged action is aimed at creating a deterrent by targeting both ownership transactions and habitability of the illegal units.
