Gurgaon: Buyers of plots auctioned by Haryana Shahari Vikas Pradhikaran (HSVP) will now require the physical presence of an authorised official.Following a change in procedure introduced by the revenue department, the presence of an HSVP official at the tehsil office to complete the registration of sale deeds is a must.The revised norm applies only to properties where HSVP is the direct seller — such as plots allotted through e-auctions — and not to resale transactions between private parties. However, the change has triggered concerns among buyers and HSVP officials over possible delays.SDM Sanjeev Singla said the administration already discussed the issue with HSVP and asked it to nominate officials for registry work. “In the case of private developers, either an authorised signatory or a representative remains present during the registry. The same principle will now apply to HSVP transactions,” Singla said, adding, “The objective was to ensure due process was followed and not to inconvenience citizens.”HSVP officials said the authority does not have adequate manpower to depute officials at multiple tehsil offices for every registry. “Until now, a letter issued by the estate officer’s office was sufficient for registration. Deploying an officer for each registry will be difficult with the existing staff strength,” an HSVP official said, adding that the authority is examining how to implement the revised procedure without affecting property registrations.Sandeep Sharma, who travelled from Rajasthan for registration of an auctioned plot, said he was informed about the new requirement only after reaching the tehsil office. “We purchased the plot from a govt agency expecting the process to be seamless and hassle-free. Instead, we had to return without completing the registry,” Sharma told TOI.Earlier, an authorisation letter issued by the HSVP estate officer was sufficient for execution of the registry. Since the authority itself was the seller, the seller’s column in the sale deed was often left blank, and the estate officer’s letter was accepted as proof of authorisation.Under Haryana’s property registration process, both the buyer and the seller, or their authorised representatives, are required to remain physically present before the sub-registrar or tehsildar for execution of the sale deed. Their identities are verified, biometric details and photographs are captured and the document is registered after payment of the applicable stamp duty and registration charges. Revenue officials said HSVP was the only exception to this practice.“This brings HSVP transactions in line with the procedure followed for private developers, where an authorised representative of the developer remains present during the registration as the seller,” a revenue official said. He clarified that the new requirement is limited to cases where HSVP is directly transferring ownership of a plot. “For resale of an HSVP plot, the authority is no longer the seller, so no HSVP official is required to be present,” he added.
