Jaipur: The Rajasthan High Court Monday granted the state govt additional time to file a comprehensive compliance affidavit on the implementation of Supreme Court’s directions relating to stray dog management, rabies control and enforcement of the Animal Birth Control (ABC) Rules, 2023, across Rajasthan.The matter was heard by a Division Bench of Justice Inderjeet Singh and Justice Sandeep Taneja. Additional Advocate General GS Gill sought more time to submit the affidavit, citing the timeline fixed by Supreme Court for compliance.On June 29, the high court had directed the state to file a detailed compliance report covering measures taken for the management of stray dogs, availability of anti-rabies vaccines, establishment of accountability mechanisms, public awareness campaigns, registration of pet dogs and implementation of the Animal Birth Control Rules, 2023.The Bench had made it clear that the affidavit should reflect compliance across the entire state and not be restricted to Jaipur city. The directions were issued considering Supreme Court’s earlier orders requiring all states and Union Territories to strengthen stray dog management, ensure rabies prevention measures and effectively enforce the Animal Birth Control Rules, 2023.During Monday’s hearing, Amicus Curiae advocate Prateek Kasliwal informed the court that despite the June 29 directions, the state govt had not yet placed the required compliance affidavit on record.Taking note of the request made by the state, the Division Bench granted one more opportunity to file the affidavit sought in its earlier order.The matter has now been listed for Aug 12, 2026. The state is expected to submit a comprehensive affidavit detailing the steps taken across Rajasthan to implement Supreme Court’s directions on stray dog management, rabies prevention, vaccination, public awareness and enforcement of the Animal Birth Control Rules, 2023.
