Gurgaon: Five days before his retirement, IAS officer D Suresh Kumar was named in an FIR registered by Anti-Corruption Bureau (ACB) for alleged illegal restoration and transfer of a Haryana Shahari Vikas Pradhikaran (HSVP) plot in the city in 2019,when he served as chief administrator of the authority.The FIR alleges the irregularities caused a loss of crores to the exchequer. It was registered at the ACB police station on Aug 26 against Suresh and eight others, among them Mukesh Kumar, then estate officer 1, HSVP.Suresh retired as resident commissioner, Haryana Bhawan, on Aug 31. The case follows a probe that took around seven years. Kumar was with HSVP from 2018-2019.At the centre of the case is plot no. 4377 in Sector 23A, measuring around 500 square yards. According to the FIR based on ACB’s investigation, the plot had been resumed by HSVP after the original allottee defaulted on payment of dues. The investigation found that the property was restored and transferred directly to a third-party purchaser during Suresh’s stint at HSVP through a conveyance deed at the original 1988 allotment rate of Rs 1,605 per sq metre.“This put the recorded value of the 500 sq-yard property at only Rs 6.7 lakh. However, the 2019 collector rate for Sector 23-23A was Rs 35,000 per sq yard, putting the govt-assessed value of the plot at around Rs 1.7 crore. The investigation also noted that the prevailing market rate was around Rs 70,000 per sq yard at the time, indicating a substantially higher market value,” the FIR said.ACB alleges that HSVP’s prescribed procedure required the plot to first be registered in the original allottee’s name before any subsequent transfer to a purchaser through a registered sale deed at prevailing rates. The investigation found that this procedure was bypassed, enabling the property to be transferred directly to the purchaser at the old allotment rate. Notices were served for non-payment from Jan 2001 to April 2002, after which the land was resumed by HSVP.“A preliminary inquiry was initiated after findings submitted by retired HPS officer Satendra Kumar in Nov 2019. The matter subsequently underwent a detailed investigation by the vigilance authorities,” a senior officer said.Haryana chief secretary granted sanction for prosecution under Section 17A of the Prevention of Corruption Act on Feb 2, 2026, and approval for registration of the FIR was subsequently obtained from senior ACB officials in Aug.The nine accused have been booked under sections 120B (criminal conspiracy), 409 (criminal breach of trust by public servant) and 420 (cheating and dishonestly inducing delivery of property) of the IPC, and Sections 7 (offence relating to public servant being bribed) and 13(1)(a) (public servant who commits criminal misconduct) of the Prevention of Corruption Act. Besides Suresh Kumar and Mukesh Kumar, the accused include Krishan Kumar and Hanuman, both associated with the estate officer’s office, as well as original allottee Swarn Kumar Khosla, purchaser Satyavir Malik, GPA holder Abhay Saharan, GPA witness Ramniwas Rathi and Vashisht Kumar Goyal.ACB is investigating the alleged conspiracy, the role of officials in the restoration of the resumed property, and the circumstances in which it was transferred at the old allotment rate.
