Lucknow: The Lokayukta office has sent a notice to Kanpur Electricity Supply Company (KESCO) Samuel Paul N seeking his reply to a complaint it had received regarding ‘graft and misappropriation’.The notice dated July 3, 2025, issued on behalf of the secretary, Lokayukta, has asked the Kesco MD to submit his ‘factual and logical’ reply by August 4, 2025. Samuel Paul N is a 2013 batch IAS officer and has been posted as Kesco MD since Feb 2023. He has also been given the additional responsibility of additional commissioner Grade I State Tax, Kanpur Nagar.While the sources in Lokayukta office have confirmed that a notice had been sent to the Kesco MD, when TOI contacted him to confirm whether he has received the same, he didn’t reply. The complainant, who is based in Kanpur, however, has received a copy of the Lokayukta notice and TOI also has its copy.The complaint submitted with the Lokayukta office on June 18, 2025, mentions a number of cases of misappropriation in the power dept’s projects in Kanpur, including the RDSS scheme, under which Rs 500 crore was allocated to improve the city’s power infrastructure and curb electricity theft.
