Kolkata: The state would bring in a bill that would allow inter-university transfer of professors, CM Suvendu Adhikari said.
The state cabinet has approved the bill to provide a statutory framework for inter-university transfers of teaching and non-teaching employees, which will be tabled during a special session of the assembly on Sept 10.
“The West Bengal Universities and Colleges Administration and Regulation (Amendment) Bill, 2026, seeking to facilitate inter-university transfer of both teaching and non-teaching staff, will be introduced in the assembly special session on Sept 10 from 11 am to 1 pm for consideration. The proposal for the session has already been sent to the Speaker,” CM said after chairing the cabinet meeting at Nabanna.
The bill will be sent to the governor for approval as per procedure before being introduced in the assembly, he added.
The proposed legislation, however, has raised questions among sections of the university teaching community, particularly over how existing service conditions and university-specific statutes would be reconciled with the new transfer mechanism.
Calcutta University Teachers’ Association (CUTA) president Sanatan Chottopadhyay said the govt should hold detailed consultations with stakeholders of each university before the bill is placed in the assembly.
He also sought clarity on the proposed unification of university statutes, the future of research scholars, laboratories, and infrastructure under individual professors, and the treatment of research grants brought to universities by professors before inter-university transfers are implemented.
Jadavpur University Teachers’ Association (JUTA) president Partha Pratim Ray said inter-university transfer was not applicable under the existing service conditions governed by the Jadavpur University Act. “However, in this case, it needs to be clarified how the service conditions will be changed,” Ray said.
