Jaipur: Rajasthan’s flagship public grievance portal, RajSampark, promises time-bound resolution of civic complaints, but a TOI visit to garbage dumping blackspots across Jaipur Friday found a wide gap between official records and the situation on ground. While complaints are routinely marked “resolved” or “disposed”, fresh garbage continues to be dumped every day, forcing residents to repeatedly approach authorities with the same grievance.At Sector 11 in Malviya Nagar, near Sector 3 Pulia, a small dumping point gradually expanded into a nearly 500 metre stretch littered with household waste, construction debris, commercial garbage and cow dung. Stray cattle feeding on the waste pose an added risk to motorists and pedestrians.Resident Nidhi Agrawal said the problem has persisted for nearly six years. “People start dumping garbage as early as 4am. Garbage collection vehicles come around 7-8 am, often without a siren. Moreover, they halt for brief duration, which disrupts garbage collection,” she said.Another resident, Ramesh Chandra Baindre, claimed sanitation workers fail to lift garbage for long periods. “The municipal corporation workers don’t lift garbage for 10-15 days at a stretch. We even staged a dharna under a tent, but people continue dumping waste here,” he said.Saroj Mahavar alleged that even private sanitation workers dump waste at the site after cleaning nearby lanes. Manish Agrawal suggested installing warning boards imposing a Rs 1,000 penalty for littering to discourage repeat offenders.Neha Khullar, director (projects) at Muskaan Foundation for Road Safety, said repeated complaints through RajSampark have not produced a lasting solution. She first lodged a complaint in June 2025, which was later marked resolved. As dumping continued, she filed another complaint on July 26 this year. Although the grievance was partially closed, she marked the action as “not satisfied”, triggering escalation through multiple levels of the RajSampark system. Despite repeated reminders, the complaint remained pending as of Aug 7.Similar garbage blackspots were found near LBS College in Raja Park, Vijay Path in Mansarovar, ESIC Hospital on Ajmer Road and Bhawani Singh Road in C-Scheme.A senior DoIT official said complaints are forwarded to the concerned department, which can close them if it believes the issue has been resolved. If the complainant remains dissatisfied, the grievance can be reopened or escalated.“Cleaning is carried out regularly by our teams. We will look into the matter and take appropriate action if required,” said Mukut Choudhary, deputy commissioner, Malviya Nagar.Residents, however, say the cycle of complaints and closures will continue unless civic agencies strengthen on-ground verification, penalise habitual offenders and ensure sustained enforcement rather than one-time clean-up drives.
