Panaji: Goa police registered an FIR against former water resource minister and former GFP Siolim MLA Vinod Paliencar for alleged sexual intercourse with a 24-year-old woman on the pretext of providing a job. The FIR has been filed under Section 69 of the Bharatiya Nyaya Sanhita (BNS), which penalises sexual intercourse obtained through deceitful means, including false promises of marriage or employment without the intention to fulfill them.

The survivor, a Delhi native, met Paliencar four years ago, and she said he promised to help her learn music and provide her a job. “We have registered a case against Paliencar,” said Mapusa PI Navin Desai. Police have conducted a medical examination of the survivor.Police said that over the past four years, Paliencar provided her a flat to stay in. The survivor, in her complaint, said that she came to Goa in Aug 2019. She said that when she arrived in Goa, she was approached by two unknown men.During the course of the conversation, the survivor told those men that she wanted to pursue a career in music, and told her they knew a man who would help her become a musician.They then took her to one flat. “When we reached the flat, a person introduced himself as Vinod Paliencar and told me that he was a minister,” she said in her complaint.In Jan 2020, Paliencar shifted her to a new flat a short distance from the old one. “Paliencar had sex with me the first day I came to Goa,” she said.The survivor said that in Dec 2025, she was told to leave the flat immediately. She then called the police for help. When police questioned Paliencar, he told the police that he did not know how she was staying in the flat, and denied knowing her.The survivor also said that Paliencar cheated on her and made false promises. She said that Paliencar ruined her career and life, and that he did not fulfill any of the promises made to her.
