New Delhi: A major expansion of the Intelligence Bureau (IB) complex at 35, Sardar Patel Marg has moved a step forward after the proposal has received conceptual-stage consideration from Delhi Urban Arts Commission (DUAC). However, the commission has asked the architect to revise several aspects of the design before it is taken up for formal approval.The proposed development, located in Chanakyapuri’s diplomatic and govt enclave, includes five buildings: an ancillary block, a transit accommodation and guest house, two office buildings and a business centre. Provision has also been made for utilities such as DG sets, transformers and an HSD yard.The IB complex has an established presence at the site. DUAC approved the original office complex plans in Nov 1991 and subsequently accepted no-objection certificates for completion of various components in 2000 and 2001. The latest proposal seeks to add new facilities within the existing campus.During its review, DUAC said the project must maintain visual quality, urban aesthetics and architectural coherence while remaining compatible with the surrounding area. The commission also stressed compliance with all applicable statutory provisions and building bye-laws, including norms applicable to the Lutyens’ Bungalow Zone (LBZ).Among the issues flagged by DUAC was the treatment of utility infrastructure. The commission observed that the plans for the transit accommodation and guest house did not adequately indicate how clothes-drying areas, outdoor air-conditioning units, rainwater pipes and balcony discharge points would be screened.DUAC has also asked for detailed drawings showing the relationship between the proposed structures and existing buildings within the campus, including longitudinal sections and cross-sections, building heights, façade details, materials and finishes.The architect has further been directed to submit comprehensive designs for the main entrance gate and boundary wall, including signage and lighting, besides detailed plans for public toilets.The commission additionally suggested integrating public art and clerestory solar panels into the project design, subject to applicable building regulations.The proposal will return to DUAC at the formal stage after the architect addresses all observations made by the commission.
