New Delhi: The University of Delhi (DU) has made prior permission mandatory for any protest, march, or similar activity within its premises, requiring organisers to seek approval from both university authorities and the local police at least 72 hours in advance.In a notice issued by the Proctor’s Office on Monday, the university said that “any violations of these directions will attract disciplinary action against organisers, which may include rustication, expulsion, and initiation of police proceedings and/ or other measures deemed appropriate by the competent authority.”In a significant restriction, the notice states that outsiders, including individuals not enrolled in DU, will not be allowed to participate in such activities on campus.The development comes after DU’s month long blanket ban on protests across its campuses ended on March 17.Organisers must submit a physical application to the Proctor’s Office as well as to the concerned local police authorities at least 72 hours before the proposed event. The application must include details such as the organiser’s name, institutional affiliation, contact information, nature and duration of the programme, list of speakers, logistics involved, and expected number of participants.The university has also clarified that no electronic communication — including emails, social media posts, posters, or WhatsApp messages — will be considered as official intimation or permission.The previous campus wide ban on protest was imposed after a clash erupted between two groups of people during a protest at DU’s north campus against Supreme Court’s stay on UGC anti-discrimination (Equity) Regulations 2026, that triggered cross FIRs.
