Gandhinagar: The state govt informed the assembly on Wednesday that a data governance framework is being developed in order to ensure transparency, accountability, and ethical use in AI-based systems in the state. In reply to a question during question hour, the govt said that this aimed to strengthen data security and privacy in govt departments, and the framework will establish clear guidelines for data collection, usage, sharing, and protection, ensuring the safeguarding of citizens’ data.In reply to a question by MLA Janak Talaviya, who sought to know what steps are being taken in the areas of data security, intellectual property rights (IPR), and ethical AI (artificial intelligence), the govt said that, additionally, a separate framework is being prepared to address important issues such as bias mitigation, accountability, and human oversight in AI systems. The aim of this initiative is to make AI-based decision-making processes transparent, understandable, and accountable, while ensuring human control and supervision. In the written reply, the govt also said that it organised AI training and workshops for officials and technical staff, focusing on issues like ethical AI, data privacy, and cyber security. This aimed to develop the capacity for responsible and secure AI use within govt systems. In addition, guidance is being provided on patents, copyrights, and trade marks to encourage research and innovation in the AI and deep tech sectors, the govt informed. Box: AIARO established to promote AI-based projects Gandhinagar: In reply to another question by MLA Shailesh Mehta, who sought information on incentives being offered to AI-based projects, the govt said in a written reply that the India AI Research Organisation (IAIRO) was established to guide AI research, start-ups, and industry collaboration in the state. The AICoE (AI Centre for Excellence) launched 4 AI innovation challenges, covering 25 cases, 12 of which were provided by various departments of the Gujarat govt.The reply added that, to foster AI development in Gujarat, the existing IT/ITES policy 2022-27 was amended to offer a 33% relaxation in eligibility criteria for AI start-ups. Workshops on AI and GenAI were organised for over 750 govt officials, with plans for further workshops in collaboration with SPIPA.
