“Uttar Pradesh has emerged as the leading state in the implementation of the Aspirational Blocks Programme, with 108 aspirational development blocks receiving focused attention. Through data-driven governance, targeted investments in health, education, agriculture, infrastructure, and social welfare, these blocks are witnessing rapid socio-economic improvements, ensuring that development benefits reach the last mile.” (BOX) Uttar Pradesh government has performed exceedingly well on various indices monitoring the growth of Aspirational Blocks in the state. Uttar Pradesh has 108 Aspirational Development Blocks, the highest number among Indian states. These blocks are spread across various districts and are monitored through a data-driven ranking system that tracks progress on key development indicators.Just as the NITI Aayog had launched the Aspirational District programme to balance growth in all parts of the states, the Aspirational Blocks Programme (ABP) was launched by the Government of India in January 2023 under the guidance of NITI Aayog. It aims to accelerate development in the country’s most underdeveloped blocks through targeted interventions in health, education, agriculture, infrastructure, and social development.Key focus areasThe programme evaluates blocks on indicators related to:Health & NutritionEducationAgriculture & Allied ActivitiesBasic InfrastructureSocial DevelopmentFinancial Inclusion and Skill DevelopmentPerformance is measured through regular “Delta Rankings,” which reward improvement rather than absolute status.Achievements in Uttar PradeshYogi Adityanath-led UP government has reported significant improvements in health, nutrition, drinking water supply, education, and skill development across aspirational blocks. In 2025, the state government reported that performance on 24 key indicators in the 108 aspirational blocks had surpassed the state average.Blocks such as Dhaurahara and Bankeganj in Lakhimpur Kheri district received national recognition from NITI Aayog under the Aspirational Blocks Programme for achieving high levels of saturation in development indicators.Importance for Uttar PradeshThe Aspirational Blocks Programme complements Uttar Pradesh’s broader development agenda by ensuring that growth reaches the most backward rural regions. By focusing on outcomes and real-time monitoring, the programme is helping reduce regional disparities and improve the quality of life in underserved areas.It may be recalled that NITI Ayog had launched Aspirational District programme in 2018 in which the eight districts of the UP are :
