Ashok Bhan, Chairman Kashmir (policy and Strategy ) Group warmly welcome the statement of the US Ambassador to India, his excellency Sergio Gor, during his visit to Srinagar, that Jammu & Kashmir is an “important part of India”. Such a clear and unambiguous statement and acknowledgement is significant that comes at a time when India’s position on Jammu & Kashmir has consistently been that the region is an integral part of the country.
Bhan said, “The Ambassador’s observations on the improving security environment and his appreciation of the efforts of the Government of India and the Jammu & Kashmir administration are equally welcome. His indication that the United States may review its travel advisory for J&K is a positive recognition of the changing ground realities and the growing confidence in peace, stability and normalcy in the region.”
He said that the statement should also encourage a larger international engagement with Jammu & Kashmir based on development, democracy, economic opportunity, tourism and the aspirations of its people, rather than through the prism of conflict and terrorism. The people of Jammu & Kashmir deserve peace, prosperity, dignity and full participation in India’s democratic,economic and constitutional journey.
At the same time, this welcome development must strengthen our resolve to address the remaining political and humanitarian challenges within the constitutional framework. Restoration of democratic institutions, reconciliation among communities and the dignified and secure return of those who were forced into exile must remain important components of the larger process of healing and rebuilding Jammu & Kashmir. The future of J&K must be defined by peace, pluralism, constitutional democracy and an empowered people.
Bhan emphasised, “The return of the exiled Kashmiri Pandit community must be an integral part of the larger process of peace, reconciliation and reconstruction in Jammu & Kashmir. The Government of India and the J&K administration should evolve a time-bound, secure, dignified and community-sensitive return and rehabilitation module, with assured physical security, protection of property and cultural heritage, livelihood and housing support, and mechanisms for restoring legitimate rights and community institutions.”
“The objective should not merely be the rehabilitation of displaced families outside Kashmir, but enabling the safe and honourable return of the exiled natives to their ancestral homeland, at least in three smart cities in three districts headquarters ie; Srinagar,Baramulla and Anantnag with dignity, equality and a meaningful stake in the social, economic and political life of a peaceful and pluralistic Jammu & Kashmir,” Bhan added.
