Ahmedabad: The security agency that employed a 27-year-old guard accused of raping a 22-year-old interior design student in Jodhpur was operating with an expired licence and had not even begun the renewal process, police alleged.Anandnagar police have registered an FIR against Ramprakash Tiwari, 50, owner of A-One Security Agency, under provisions of the Private Security Agencies (Regulation) Act (PSARA), 2005. The action followed an investigation into the rape case, which uncovered alleged violations in the recruitment and deployment of the guard.According to the FIR, accused guard Dharm Singh joined the agency only four days before the alleged offence. Police said he had neither completed mandatory security training nor been issued an identification card. They further alleged that the agency had failed to verify his background before posting him at a housing society in Jodhpur, where he allegedly tied up and raped a woman on Saturday night.During the probe, police questioned Tiwari and examined the agency’s licence documents. Tiwari told investigators that he had been running the agency since 2015 and possessed a PASARA licence, which was valid from April 5, 2021, to April 5, 2026.Police said the licence expired on April 5 this year and that no steps were taken to renew it. Despite this, the agency allegedly continued operations and deployed security personnel.Investigators also alleged that the agency failed to comply with mandatory norms relating to personnel training, issuance of identity cards, and verification of guards. The FIR refers to a July 20, 2026, communication issued by Gujarat police headquarters regarding compliance with rules governing private security agencies.Police registered the case against Tiwari after arresting the rape accused in the original offence. Officers said their inquiry into how the suspect was hired as a security guard exposed multiple irregularities in the agency’s functioning.
