Srinagar, September 25 : Aga Syed Muntazir Mehdi, MLA Budgam, today submitted a notice under Rule 179 seeking an amendment to the Resolution presented by Chief Minister Omar Abdullah before the Jammu & Kashmir Legislative Assembly.
While supporting the Chief Minister Omar Abdullah’s Resolution, Aga Muntazir has proposed an amendment to further strengthen its language by explicitly addressing the measures initiated on and after August 5, 2019, and reaffirming the demand for the restoration of full statehood along with constitutional safeguards for Jammu and Kashmir.
“I support the Resolution presented by Chief Minister Omar Abdullah. Through my amendment, I have sought to strengthen it by placing on record my deep anguish and disapproval over the measures initiated since August 5, 2019, and by reaffirming the demand for the immediate restoration of full statehood along with constitutional safeguards,” Aga Muntazir said.
He said the restoration of statehood must be accompanied by constitutional safeguards and that both issues should be clearly reflected in the Assembly’s Resolution.
“Restoration of statehood cannot be viewed in isolation from the constitutional safeguards of Jammu and Kashmir. The people deserve the restoration of both, and this position must be clearly reflected in the proceedings of this House,” he said.
The amendment seeks to incorporate into the Resolution a reference to the measures initiated on and after August 5, 2019, which, as stated in the amendment, resulted in the abrogation of Article 370 and Article 35-A and the reorganisation of the erstwhile State of Jammu and Kashmir into the Union Territories of Jammu and Kashmir and Ladakh.
The amended Resolution would call upon the Government of India for the immediate and urgent restoration of full statehood along with its constitutional safeguards to Jammu and Kashmir, and would provide for the Resolution to be forwarded to the Government of India.
Aga Muntazir also referred to the Resolutions passed by the House on June 26, 2000 and November 6, 2024, saying that his amendment seeks to place the developments following August 5, 2019 within the broader context of the Assembly’s previous Resolutions.
“The demand is clear: Jammu and Kashmir must have full statehood along with its constitutional safeguards,” Muntazir said.
The notice has been formally submitted by Aga Syed Muntazir Mehdi, MLA Budgam, under Rule 179 of the Rules of Procedure and Conduct of Business of the Jammu & Kashmir Legislative Assembly.
