Biometric Aadhaar Authentication, of the connection, will become mandatory for households to continue drawing subsidised domestic liquefied petroleum gas (LPG) refills from October 1.
For those not willing or unable to complete the BAA or eKYC, as it is popularly known, LPG will still be supplied but at applicable market price without any subsidy. Further, such consumers will not get the 14.2 kg refills.
Instead they will be supplied with the 5 or 10 kg cylinders, subject to availability with the oil marketing companies, the Union Ministry of Petroleum and Natural Gas said on Saturday (September 19, 2026).
Pay more for cooking gas
Effectively, non-eKYC households will not only lose access to the 14.2 kg subsidised refills but also end up paying more for cooking gas. Unlike 14.2 refills, the 5 and 10 kg cylinders are free trade products and priced on the lines of commercial LPG.
In Hyderabad, for instance, the 14.2 kg Indane refill comes for ₹994 each, while a 19 kg commercial LPG cylinder is priced almost ₹3,000. The 5 kg non domestic cylinder costs ₹829.50 and 10 kg costs ₹1,765.
Clarity on the “applicable market price” will only emerge closer to the date, sources say.
Refills as usual for BAA compliant consumers
Consumers who have completed BAA will continue to get refills at the regulated retail selling price with applicable subsidy. For those yet to complete, refill booking at the RSP with subsidy will be enabled after the authentication, the Ministry said.
Those unwilling or unable to complete BAA will need to register their choice on the respective oil marketing companies’ digital channels — web portal, mobile app, WhatsApp chatbot, IVRS or other available channels, it said.
As on September 19, 27.43 crore or 89.9% active domestic LPG consumers in the country have completed authentication. According to the Ministry, the BAA ensures subsidised LPG reaches only genuine and deserving households. Linking each connection to the Aadhaar-authenticated consumer helps prevent diversion of subsidised domestic cylinders for commercial and industrial use, removes duplicate and ineligible connections, and makes subsidy delivery transparent and targeted.
Subsidy is around ₹210 per refill
Domestic LPG is sold below cost. The implicit subsidy for September 2026 is around ₹210 per 14.2 kg cylinder; in June 2026 it reached ₹721 per cylinder.
As a measure to keep domestic LPG affordable, the government paid OMCs ₹22,000 crore compensation in FY 2022-23 and paid ₹30,000 crore during FY 2025-26 and FY 2026-27. Even after this, accumulated under-recoveries of public sector OMCs on domestic LPG exceeded ₹62,000 crore as on August 31, 2026, the Ministry said.
Consumers were initially asked to complete BAA by June 30. The deadline was extended multiple times with the last ending on September 14. In the run-up the OMCs laid the groundwork.
Earlier this month, cooking gas distributors of one of the OMCs received software update to indent non-eKYC stocks. Distributors of another company were alerted about impending dual pricing for domestic LPG consumers and asked to identify all pending eKYC connections and get such users to complete the process.
