Thiruvananthapuram: The state human rights commission has sought a report from the city corporation secretary on a complaint alleging that the NGO Quarters premises at Melarannoor, Karamana, has become a haven for stray dogs.Panel chairperson Justice Alexander Thomas directed the corporation secretary to submit a report within 15 days.The complaint said residents, particularly children and senior citizens, were unable to move around the quarters without fear because of the large number of stray dogs. It also alleged that newspaper and milk delivery personnel had stopped visiting the quarters due to fear of dog attacks.According to the complaint, when residents approach the corporation, they are told that there is no shelter to accommodate the stray dogs. It was also alleged that corporation squads periodically catch the dogs for sterilisation but release them back in the same locality.The complainant, Brajitha, said she was bitten by a stray dog recently. She also alleged that dogs and their puppies frequently lie under her vehicle, making it difficult for her to take the vehicle out.
