Srinagar, Sept 28: Chief Minister Omar Abdullah, who also holds multiple portfolios including Law, Justice and Parliamentary Affairs, and Finance, on Monday introduced seven significant bills in the Jammu and Kashmir Legislative Assembly during the ongoing Autumn Session, including the landmark Jammu and Kashmir Ease of Doing Business Bill, 2026, which seeks to replace permission-based control with rule-based governance.
The most significant among them, the Jammu and Kashmir Ease of Doing Business Bill, 2026 (L.A. Bill No. 11 of 2026), is titled as a Bill “to consolidate and amend the law to replace permission-based control with rule-based governance and to enable citizens and enterprises to plan, invest, and work with confidence, and to foster Ease of Doing Business and Ease of Living in a manner that generates employment, attracts investment, and sustains long-term economic growth in the Union Territory of Jammu and Kashmir.”
The Bill has already been published in an Extraordinary issue of the Official Gazette.
Bill to decriminalise, rationalise offences for Ease of Living, EoDB
The Chief Minister also introduced the Bill to amend certain enactments for decriminalising and rationalising offences for ease of living and ease of doing business (EoDB) and to repeal certain enactments (L.A. Bill No. 16 of 2026).
This Bill is aimed at reducing the compliance burden on citizens and businesses by removing outdated and unnecessary criminal provisions from various laws. It has already been published in an Extraordinary issue of the Official Gazette.
J&K Goods and Services Tax Amendment Bill, 2026
The Chief Minister, who also holds the portfolio of Finance Minister, introduced the Bill to amend the Jammu and Kashmir Goods and Services Tax Act, 2017 (L.A. Bill No. 12 of 2026).
The Bill has already been published in an Extraordinary issue of the Official Gazette.
Bills relating to salaries, allowances and pension of ministers, legislators
The Chief Minister introduced three bills relating to the salaries, allowances and pension of ministers and legislators.
The Bill to amend the Jammu and Kashmir Ministers’ and Ministers of State Salaries Act, 1956 (L.A. Bill No. 13 of 2026) was introduced during the ongoing session.
The Bill to amend the Salaries and Allowances of Members of the Jammu and Kashmir State Legislature Act, 1960 (L.A. Bill No. 14 of 2026) was also introduced.
The Bill to amend the Jammu and Kashmir State Legislature Members’ Pension Act, 1984 (L.A. Bill No. 15 of 2026) was also introduced in the Assembly.
