The UP Transformation Dialogues – Gorakhpur Summit, organised by The Times of India, brought together policymakers, experts, administrators and other key stakeholders to discuss the transformation taking place across Gorakhpur and Eastern Uttar Pradesh. One of the key discussions, “Law, Order & Investment Confidence in the East”, focused on how stronger policing, efficient governance, technology and safer public spaces can influence investor confidence and regional economic growth. The panel featured Dr Vikram Singh, former DGP of Uttar Pradesh; Nimish Patil, IPS, SP City, Gorakhpur; Charu Chaudhary, Vice Chairperson of the UP State Women Commission; and Dr Divya, Professor at Gorakhpur University.
Law and order as the foundation for investment
A central theme of the discussion was the close connection between law and order and economic confidence. The panel highlighted the importance of tackling organised crime, extortion and unlawful interference to create an environment where businesses can operate securely. Speaking about the link between security and investment, Dr Vikram Singh said, “When the rule of law is absolute and crime is controlled with an iron fist, investor confidence naturally follows. Security is the foundation upon which economic growth is built.”The panel also discussed the importance of making it easier for businesses to operate. Faster regulatory clearances, smoother land allotment through the Gorakhpur Industrial Development Authority (GIDA) and quicker grievance redressal were identified as important elements of investor-friendly governance. The discussion also highlighted the need for closer coordination between the administration, police and investor groups so that security concerns can be addressed quickly.
Technology, women’s safety and a changing image
Technology-driven policing was another important part of the discussion. The police administration highlighted the use of tools such as CCTV networks, digital crime mapping and integrated command centres to strengthen surveillance and enable faster responses. Nimish Patil, IPS, SP City, Gorakhpur, said, “Modern, technology-driven policing and quick response systems have ensured that businesses operating in Gorakhpur can function safely 24/7 without fear of extortion or unlawful interference.“Women’s safety was also discussed as an important part of economic development. The panel noted that safer public spaces, secure workplaces and reliable transport can encourage greater participation by women in employment and entrepreneurship. Charu Chaudhary, Vice Chairperson of the UP State Women Commission, said, “Safe public spaces and secure working environments for women are fundamental when women feel safe to work and contribute across all sectors; the regional economy grows exponentially.” The panel further discussed how the changing perception of Eastern Uttar Pradesh could influence the region’s ability to retain young people and attract new opportunities.Dr Divya, Professor at Gorakhpur University, said, “The transformation in public perception from an area once associated with lawlessness to a secure industrial hub is the single biggest catalyst for local youth retention and academic growth.” The broader message from the discussion was that economic growth cannot be separated from security and governance. As Eastern UP seeks greater investment and more opportunities for its people, building trust among businesses, workers and residents remains central to the region’s transformation.
