Gurgaon: Haryana govt has put a time limit on the release of industrial incentives.In a move aimed at making it easier for companies to invest and expand, the state govt has promised to pay 50% of an eligible claim within seven working days of completing scrutiny. The remaining 50% is to be released within 45 working days after detailed scrutiny.Signalling a shift towards a more time-bound incentive system, the govt on Thursday released the first tranche of Rs 311.2 crore to 670 industrial and MSME (micro, small and medium enterprises) beneficiaries. The money was transferred through e-Kuber.Under the system announced by chief minister Nayab Singh Saini in the state budget, an enterprise applying through Invest Haryana portal and clearing the initial scrutiny will get half of its eligible incentive within seven working days.The announcement comes as Haryana seeks to attract more private investment and expand its industrial base.The test for the new system, however, will be whether the seven-day and 45-working-day timelines are consistently met as applications increase — and whether faster disbursement translates into greater investor confidence on the ground.For businesses, the significance lies less in the amount released on Thursday and more in the promised timeline, particularly as incentives are a key component of Haryana’s industrial policies and are intended to encourage investment and job creation.The largest payout announced on Thursday was Rs 144.1 crore to 16 beneficiaries under Haryana Enterprises and Employment Policy (HEEP) administered by directorate of industries and commerce.Another Rs 45.4 crore went to 539 MSME beneficiaries under the department’s HEEP.The textile sector accounted for another substantial share, with Rs 65.1 crore released to 98 beneficiaries under Aatmanirbhar Textile Policy.Other releases included Rs 24.5 crore to 10 beneficiaries under Plug and Play Scheme, Rs 20.5 crore to two beneficiaries under PADMA, Rs 9.2 crore to four beneficiaries under Logistics, Warehousing and Retail Policy, and Rs 2.1 crore for a cluster under MSE cluster development programme.Saini said govt wanted to ensure that entrepreneurs did not have to wait indefinitely for incentives after meeting the eligibility conditions.He said timely disbursement was necessary to create a transparent and facilitative environment for industry and strengthen the state’s MSME ecosystem.For companies, particularly MSMEs, faster access to policy-linked incentives can directly ease cash-flow pressures associated with expansion and new investment.Industries and commerce minister Rao Narbir Singh said, “The department would focus on transparent processes and timely assistance to eligible enterprises.”
