Ahmedabad: Born in Japan to Indian parents, a medical aspirant spent over a year caught in administrative red tape simply because the state’s portal could not process birthplaces outside India. Relief came only after she moved Gujarat High Court to secure the domicile certificate needed for her admission.The teenager required the domicile certificate to secure her medical admission after scoring good marks in the NEET exam this year. She was born in Kakogawa city in Japan in 2008. Her parents are Indian citizens and they registered her birth with the Indian consulate general at Osaka-Kobe. The family returned to India and has been settled in Valsad district since 2011.The student could not apply online for the certificate because the govt portal did not have a provision for those who were born outside India. Her application was filed physically, and there was no response from the authorities concerned until the day came for verification of her documents in a medical college earlier this month. She filed a petition through advocate Nilay Patel, who submitted that despite having Indian citizenship and a continuous stay of 15 years in Gujarat, she was not given a domicile certificate.After the petition was filed, the student was issued a domicile certificate and she withdrew her petition on Tuesday.
