Bhubaneswar: To further improve Odisha’s ease of doing business ecosystem, the Odisha Industrial Infrastructure Development Corporation (IDCO) has set a target of completing industrial land allotment, lease execution and physical possession within one month of approval by the Land Allotment Committee, while rolling out a series of regulatory and digital reforms.This was announced at a high-level stakeholder meeting chaired by IDCO chairperson and additional chief secretary of housing and urban development Usha Padhee on Friday, where industry bodies flagged issues ranging from infrastructure gaps to approval timelines.As part of the reforms, IDCO said mortgage no-objection certificates (NOCs) would be automated through integration with allotment letters, while a public digital industrial land bank platform is under development to improve transparency in land availability and allotment.

To expedite project clearances, Padhee advised industry associations to jointly submit standardised industrial building designs for preapproval, a move expected to reduce approval timelines for upcoming units.A major decision taken during the meeting was the development of a multilevel car parking facility at Infocity here. With Infocity now employing around 30,000 professionals, Idco said it is pursuing the car parking project and identifying additional land for parking facilities. Infrastructure upgradation projects worth nearly Rs 500 crore are underway across seven major industrial estates, covering roads, drainage and utility networks, officials said.The meeting also showcased IDCO ‘s recent infrastructure push. Over the last two years, the corporation expanded its industrial land bank by nearly 6,000 acres, handed over 6,027 acres to large and medium industries and facilitated land allotment for 93 major industrial projects.Currently, IDCO is implementing 147 industrial infrastructure projects worth over Rs 3,500 crore, while another 117 projects valued at more than Rs 1,870 crore have been proposed under the Industrial Infrastructure Development Fund (IIDF) and SASCI schemes.Notably, the corporation currently manages nearly 150 industrial estates, industrial areas and MSME parks spread across more than 14,095 acres of developed land, supporting 6,661 industrial units.In a significant relaxation of planning norms, Idco has also allowed industries to utilise the full permissible floor area ratio (FAR) without requiring transferable development rights (TDR) certificates. Ground coverage restrictions for industrial buildings, flatted factories and IT/ITES establishments have also been removed, sources said.Responding to concerns raised by industry representatives on water supply, drainage, traffic management, parking and industrial safety, IDCO said water supply at Khurda Industrial Estate was restored and drainage proposals for Jagatpur were submitted for approval. Smart street-lighting systems are also being expanded across industrial estates.
