Bhubaneswar: To make apartment registration more transparent, the revenue and disaster management department and the housing and urban development department issued a joint standard operating procedure (SOP) on Friday.Officials said the SOP aims at removing ambiguities caused by multiple interpretations of the Odisha Apartment (Ownership and Management) Act, 2023, the Real Estate (Regulation and Development) Act, 2016 (RERA) and the Registration Act, 1908, and to standardise the registration process. The SOP classifies apartment registrations into three categories: resale of pre-RERA apartments, first sale of unsold flats in pre-RERA projects and post-RERA apartments. It specifies documents required, verification procedures and registration conditions for each category. The SOP also defines the roles and responsibilities of competent authorities in areas under Bhubaneswar Municipal Corporation, various development authorities and revenue sub-division jurisdictions.
