Hyderabad: The Telangana govt will come up with a policy to encourage Global Capability Centres (GCCs) beyond the Core Urban Region Economy (CURE) area, with the objective of creating jobs by positioning tier-2 and tier-3 cities as the next growth engines. With many global conglomerates evincing interest in setting up GCCs in Telangana, chief minister Revanth Reddy on Wednesday directed officials to formulate a GCC policy to encourage and incentivise companies opting to establish units beyond the CURE area.Companies will be encouraged to set up their GCCs along the Nizamabad, Karimnagar and Warangal highways, which are classified between the CURE and beyond-CURE areas. The CM issued the directions during a review meeting with officials of the industries and IT departments. IT and industries minister D Sridhar Babu, chief secretary K Ramakrishna Rao and other senior officials attended the meeting.The state govt aims to decentralise job creation in underserved areas within and beyond the CURE region, with the goal of positioning tier-2 and tier-3 cities as the next growth engines. To explore the establishment of a data centre in underserved areas of Hyderabad and beyond, the govt also decided that net-zero principles, while maintaining global standards, should be followed in Bharat Future City (BFC) works. It also decided to create ‘Invest Telangana’, a dedicated investment promotion agency, and accelerate the adoption of T-Fiber internet connections across all govt offices within three months.The CM suggested identifying a few clusters beyond the CURE area to encourage the decentralisation of GCCs and data centres to tier-2 and tier-3 cities. “Consultations will be initiated with the Govt of India towards establishing one of the five regional medical hubs announced in the Union budget recently, in the Health City under BFC. If needed, I will take this up with Prime Minister Narendra Modi,” the CM said.Officials were asked to accelerate the work on the proposed AI City in BFC after studying global best practices in developing AI infrastructure. They were also instructed to ensure that work in Future City is expedited so that the foundation stone laying for various facilities in the industrial corridor of BFC can be laid at the earliest.“Encourage all companies receiving land allotment in Future City to sign MoUs for skilling and certification of the workforce to meet their talent needs,” Revanth told officials. Regarding the creation of a dedicated investment promotion agency, ‘Invest Telangana’, the CM said best practices from other states should be adopted and a governance structure created to provide end-to-end solutions for investors and companies.Senior officials from departments such as energy and finance will be designated as ‘special invitees’ to facilitate smooth clearances and operations, while officials from the IT and Industries departments will serve as regular appointees. A society would be formed for ‘Invest Telangana’, and its structure will be designed to function as a vibrant, dynamic agency for aggressive investment promotion in the state.The CM also suggested appointing an escort officer to cater to the end-to-end needs of prospective organisations, right from their arrival in Hyderabad to the grounding of operations. Officials were instructed to chalk out a plan to ensure all govt offices in the state shift to T-Fiber internet connections. Officials informed the CM that orders worth Rs 54 crore had been secured in the last six months from govt offices that shifted to T-Fiber internet.
