This could have a big impact on the Linked Devices feature, especially when you are logged in to the web version on the desktop, where WhatsApp will be logging out after every 6 hours.
SIM cards are issued on government-approved IDs, and binding the number to a device and WhatsApp account could make using the platform a different and a weird experience.
