New Delhi: Delhi govt’s revenue department is preparing a comprehensive roadmap to regularise more than 10 lakh households spread across 1,511 unauthorised colonies, with a mix of administrative reforms, digital integration and strict monitoring to check fresh violations.Under the plan, 13 teams will be constituted — one in each district. Every team will be headed by an additional district magistrate and have six members. The teams will anchor the implementation of the roadmap on the ground.The entire process must be completed within 45 days from the day a person applies for an authorisation slip or conveyance deed. The latter has to be issued within this time frame as well, a Delhi govt official said.The cut-off date for issuing the slips and deeds for the regularisation process is June 1, 2014. This means, people who owned the properties before June 1, 2014, can apply for their regularisation. “Around 10 lakh households across these colonies are eligible for regularisation, going by this cut-off date,” the official said.Govt is also drafting a detailed standard operating procedure (SOP) to define the process and the roles that its revenue department and Municipal Corporation of Delhi (MCD) will play, and to streamline the process — from application to final registration.Three key platforms — MCD’s Swagam portal, PM-UDAY (Unauthorised Colonies in Delhi Awas Adhikar Yojana) portal and National Generic Document Registration System (NGDRS) — will work in an integrated structure to ensure transparency and smooth workflow.“The revenue department and the corporation will play crucial roles in this process. The former will run the PM-UDAY portal, which is key for obtaining the PM-UDAY card required for applying to get the slips and deeds. After the SOP is finalised, it will be sent to higher authorities who will then submit it to the LG for approval, following which work will begin,” the official said.The move follows the Centre’s decision announced on April 7 to ease norms for regularisation, allowing 1,511 of the city’s 1,731 unauthorised colonies to be brought under the framework on an “as is, where is” basis, without the need for approved layout plans. Residents of properties in these colonies can now get building plans prepared by architects empanelled by MCD and apply to the civic body through its Swagam portal for obtaining ownership rights.To curb the mushrooming of more unauthorised construction across these colonies, MCD will conduct AI-based drone surveys once every two months to track new structures or vertical expansion. “All fresh construction in new areas (apart from those existing or approved according to a building plan) will be flagged and MCD will take action,” said the official.
