Ranchi: The Jharkhand State Legal Services Authority (Jhalsa) on Saturday launched ‘Baal Suraksha’ to assist in recovery and rehabilitation of missing children. A total of 350 children are missing but no FIR has been lodged, officials said.Jhalsa executive chairman and Jharkhand high court Justice Sujit Narayan Prasad launched the programme in the presence of Justice Ananda Sen, Justice AK Choudhary, Justice (retired) Ambuj Nath.
Under the project, the para-legal volunteers (PLV) would send monthly report to Jhalsa on vulnerable and children at risk in their area so that action could be taken to prevent their migration. The identification would be done on various parameters, including poor health, elderly parents, unemployment, migration of parents, imprisoned parents and abuse within the family.Jhalsa would also monitor the investigation of missing children cases and share information with state legal service authorities across the country for their recovery.Besides, Jhalsa would also link the rescued children to various govt welfare schemes so that they are not trafficked again.Justice Prasad said, “Permanent solution is rehabilitation of rescued survivors.”Justice Sen said, “There is a gap between what we intend to do and what is being done at the grassroots level. This gap needs to be bridged. PLVs can play a strategic role in this.”Twenty-four vehicles, called Nyay Rath, were flagged off on the occasion. One vehicle has been provided to each district legal services authority to conduct mobile Lok Adalats and spread awareness on various issues.
