Shimla: Governor Shiv Pratap Shukla on Friday emphasised the role of tax reforms in promoting inclusive and sustainable development while addressing the inaugural session of the two-day International Conference “Tax Reforms in India: Challenges and Prospects”, organised by the Indian Council of Social Science Research (ICSSR) at Himachal Pradesh National Law University (HPNLU), Shimla.Shukla described taxation as a tool not just for revenue generation but as a foundation for trust, accountability, and transparency between the state and citizens. Highlighting the goods and services tax (GST) as a historic reform, the governor noted its role in unifying India’s indirect tax system and strengthening cooperative federalism.Tracing India’s tax evolution since Independence, he underscored reforms after liberalisation aimed at simplicity and transparency. Schemes like “Vivad se Vishwas” exemplify a participatory, trust-based approach to tax administration. Referring to Acharya Chanakya’s Arthashastra, he stressed that taxation should be just, welfare-oriented, and balanced to encourage production and shared prosperity.Shukla also inaugurated the redesigned HPNLU litigation lab and a Blood Donation Camp organised by the Youth Red Cross.
