Porvorim: The budget announcement is expected to help resolve a long-pending dispute between builders and flat owners, as chief minister Pramod Sawant, in his budget speech, announced the ‘Mhaji Flat’ scheme to grant ownership rights to flat owners. Sawant also announced a redevelopment scheme for govt institutions to fast-track development, protect the right of residence, and safeguard the environment.Sawant said that in every village there were a minimum of 40 people who had disputes with builders. He said that the cooperation department will identify such cases and work to resolve them. Sawant added that the registrar will sign the deemed conveyance on behalf of the landowner or builder and hand over the flat ownership rights to the purchaser.
Sawant said his govt is committed to the welfare of the people. He noted that over the last 40 years, many people in Goa have been living in flats and apartments across the state. However, he said that even after a customer paid the total amount to the builder for the purchase of a flat, the buyer often remained stuck between the owner of the land and the builder.The chief minister said that there was usually an agreement of sale between the flat purchaser and the builder. However, Sawant said that, to date, many flat owners have not received ownership rights, nor have builders formed societies to transfer the rights to the flat owners.Sawant said that to provide them with these rights, govt has announced the Mhaji Flat scheme and will implement the deemed conveyance scheme. “For these schemes, flat owners will be able to stay in their own flat without any fear,” Sawant said.Sawant also announced the Shakhar Lokpal to resolve disputes related to institutions. He said that his govt remains committed to providing affordable housing to the people of the state, and that govt has one clear aim — to provide shelter for all. Sawant announced the launch of the CM Awas Yojana to provide affordable housing to middle-class citizens.He also announced a house-building scheme for all employees of the Goa Human Resource Development Corporation.
