Panaji: The Goa Chamber of Commerce and Industry (GCCI) has urged the state GST commissioner to reconsider the recent order that holds property owners accountable for GST compliance during events.GCCI said that there are serious implications of the deeming provision, which shifts tax liability on to property owners who are not the actual suppliers of goods or services. GCCI director general Sanjay Amonkar said that the move will inadvertently impose significant compliance burdens on property owners and venue operators across the state.“There are legal concerns regarding the scope of the order and the validity of imposing obligations on property owners under the cited provisions. There are practical challenges faced by small venue owners in complying with advance reporting requirements and verification obligations,” said Amonkar.GCCI also said the order will create an adverse impact on ease of doing business, particularly for Goa’s tourism and events sector.In its representation, GCCI has proposed constructive recommendations to achieve the objective more effectively. To ensure that property owners do not run afoul of the GST taxmen, GCCI has suggested simplification of compliance requirements with a focus on event organisers rather than venue owners.“Govt should also exempt compliance for personal, religious, and non-commercial events. As a safety measure, the department should also introduce thresholds to protect MSME property owners,” said Amonkar.The industry body has also requested an opportunity to present all its recommendations in person and further assist in developing a revised compliance framework.
