Addressing public gatherings in Gogamukh and Biswanath, Modi spoke about the implementation of the Uniform Civil Code (UCC) in Assam while reiterating the government’s commitment to protecting tribal traditions, Sixth Schedule areas, and preserving Assam’s identity.
He recalled that before 2014, the Congress-led government had attempted to introduce a divisive law aimed at appeasement, which was stopped by the BJP-led NDA. He claimed that Congress is once again proposing a similar approach in Assam, exposing its intent to divide society for votes.

After spending the night in Dibrugarh, Modi began his day with a visit to a tea garden, where he interacted with women workers and highlighted the global significance of Assamese tea. Modi said, “Like I have done a hattrick at the Centre, the NDA will achieve a hattrick here as well – that is certain. For the ‘Namdaar’ (renowned) family in New Delhi, this will be their 100th electoral defeat.”
Modi added, “In the last decade, we have changed the face of the hydrocarbon sector in Assam. In the production of crude oil, Assam is making new records. Assam has significantly increased the production of petrol, diesel, and gas. At a time when there is a petrol and diesel crisis in the world, Assam is giving great strength to the country.”
Referring to BJP’s ‘Sankalp Patra’ (manifesto), Modi declared that implementing a UCC in Assam remains a priority. He highlighted large-scale job creation for youth and a proposed investment of Rs 5 lakh crore in infrastructure, which he said would generate employment across sectors.”Under the leadership of Sarbananda Sonowal and now Himanta Biswa Sarma, Assam has witnessed a new era of service and good governance over the past decade. Through the Lakhpati Didi initiative, nearly 3 lakh women in Assam have already become financially independent. Now, we aim to empower 40 lakh women,” the PM said.
Modi said that over ₹7,500 crore has been transferred to 20 lakh farmers under PM-KISAN. He added, “Small farmers will now receive an additional ₹11,000 annually. Our government is also committed to providing permanent solutions to Assam’s flood problem.”
