Hyderabad: Telangana high court on Friday granted interim relief to senior IPS officer Abhilasha Bisht, allowing her to continue serving in Telangana. The court passed the order while hearing her petition challenging a CAT ruling that upheld the Centre’s Jan decision reassigning her to the Andhra Pradesh cadre.A division bench of Justices P Sam Koshy and Narsing Rao Nandikonda observed that they were inclined to grant interim relief, noting that the officer was already covered by a 2025 order of the same bench. The matter has been adjourned to July 1 for further hearing. Bisht, a 1994 batch officer and currently director of the RBVRR Telangana Police Academy, approached the court seeking to overturn the cadre allocation that shifted her to Andhra Pradesh, alleging it was based on ‘distorted’ seniority data. She contended that both the state and central govts had discarded a settled seniority list of over two decades in favour of a revised version that placed her below officers who were previously her juniors. Terming the move “arbitrary, discriminatory, and unconstitutional”, Bisht argued that the changes were made for extraneous reasons without prior notice or an opportunity to respond. Modified seniority listShe further alleged that the govt of India failed in its oversight by accepting the state’s modified seniority list instead of certified records. By treating her as junior at this stage of her career, she said, the authorities violated principles of natural justice. Bisht urged the court to restore her original seniority within the 1994 batch of transferee officers and grant her permanent allotment to Telangana by setting aside the 2025 order that enabled her transfer to Andhra Pradesh.
