Gurgaon: An ongoing probe into irregularities pertaining to occupation certificates’ (OCs) has intensified.A day after TOI’s ground report exposed how incomplete buildings were being granted OCs in Gurgaon, fresh violations have been uncovered on a larger scale.On Thursday, a joint team of CM Flying Squad and the department of town and country planning (DTCP) inspected multiple sites in Sector 70A and found widespread irregularities in OC issuance. During the exercise, around 22 buildings were inspected, of which at least 14 were found to be incomplete.Sources said a list of architects involved in issuing OCs to these incomplete buildings has been prepared and action is likely to follow. “All such cases are being examined and responsibility will be fixed. Strict action, including blacklisting and suspension of licences, is being considered,” a DTCP official said.The case dates back to complaints regarding misuse of the self-certification policy, under which architects are authorised to certify building completion while the department verifies only a fraction of cases. CM Flying had sought a list of around 1,500 OCs issued between July 2025 and March 2026, which are now being examined in phases.The inspection drive covered BPTP Astaire Gardens, Imperial and Green Oaks in Sector 70A, where teams from town planners — planning and enforcement — conducted on-ground verification of stilt-plus-four structures that were granted OCs.In several cases, even basic plaster work was not carried out and only the brick framework of the structure was visible. Despite this, the buildings were already issued OCs, indicating serious lapses in compliance and verification.Officials said the discrepancies found during inspections were “serious and systemic”, pointing towards misuse of the self-certification process by architects. Teams documented each site in detail, cross-checking construction status with submitted completion certificates and approved plans.Officials of CM Flying Squad said preliminary findings indicate blatant violations of norms. “In several cases, OCs were issued even before construction was completed. This is a direct violation of rules and compromises safety. A detailed investigation is underway and a report will be submitted to senior authorities,” said an official.The latest findings add to the growing list of violations detected across licensed colonies in the city. Earlier inspections in areas such as South City-1, South City-2, Ansal Esencia and Sector 61 revealed similar patterns, where buildings lacking basic structural and safety features were declared complete on paper.Officials said the current probe is still in its initial stages and will be expanded to other licensed colonies in a phased manner. The focus remains on ensuring accountability in OC issuance and tightening oversight mechanisms to prevent further violations.Town planner Praveen Chauhan said the department is taking the matter seriously and will ensure strict action. “The violations found during inspections are grave. A list of concerned architects has been prepared and departmental action is being initiated. Monitoring will be strengthened to prevent such lapses in future,” he said.With each round of inspections throwing up fresh violations, the OC scandal appears deeper than initially suspected. The probe is now expected to widen further, putting the spotlight on systemic gaps in Gurgaon’s urban planning and enforcement framework.
