Chandigarh: More than three months into its current tenure, the MC is yet to constitute its 12 sub-committees that are required to scrutinise and clear development-related and policy matters before these are placed before the finance and contract committee (F&CC) or the general house. The sub-committees play a key role in examining public issues and policy proposals, and in approving works within their delegated financial powers. However, none of the committees — including three mandatory ones — have been formed so far.Out of the 12 sub-committees, three are mandatory under MC rules: the road committee, water supply and sewerage disposal committee, and house tax assessment committee. These committees are required to meet at least once a month and handle major civic and taxation-related matters. Except for the house tax assessment committee, the other two carry financial powers of up to Rs 25 lakh each. While the mayor is authorised to constitute the three mandatory committees, the remaining nine sub-committees require the names of councillors to be forwarded by the mayor to the Punjab governor, in his capacity as UT administrator, for approval. These nine committees are still awaiting formation.Several of the non-mandatory sub-committees also have financial powers and are meant to clear smaller development works and monitor their execution. In the absence of these panels, even routine and low-value agenda items are being placed before the finance and contract committee, increasing its workload and delaying the processing of proposals.MC officials said the lack of sub-committees has affected the decentralised clearance mechanism that helps speed up civic works.BOXMandatory MC sub-committeesRoad CommitteeWater Supply and Sewerage Disposal CommitteeHouse Tax Assessment CommitteeOther MC sub-committeesSanitation CommitteeEnvironment and City Beautification CommitteeElectricity CommitteeFire and Emergency Services CommitteeApni Mandi and Day Market CommitteeWomen Empowerment CommitteeEnforcement CommitteeSlum Colonies and Villages Development CommitteeArts, Culture and Sports Committee
