Chandigarh: The directorate of higher education (DHE), Chandigarh administration has sought a response from the registrar of Panjab University regarding alleged irregularities in screening committee proceedings linked to a faculty promotion at DAV College, Sector 10.As per an official communication dated April 1, 2026, the DHE has asked the registrar to submit the outcome of proceedings concerning the career advancement scheme (CAS) promotion of assistant professor Suraj Narayan in the history department. The letter refers to “irregularities observed” in the screening committee process and directs that the matter be treated as “most urgent.”A copy of the communication has also been forwarded to the principal of DAV College for information and necessary action, indicating that the issue is being examined at multiple administrative levels. The development follows earlier scrutiny triggered through an RTI process, under which documents related to the case were supplied after a first appeal hearing before the Directorate of Higher Education. The records were shared with the applicant as per directions of the appellate authority, suggesting that the matter has been under review for some time. While the DHE has not detailed the specific nature of the irregularities in the public communication, the latest letter places the onus on Panjab University authorities to clarify the proceedings and outcome of the screening committee’s recommendations. The case adds to ongoing concerns over transparency and procedural compliance in faculty appointments and promotions in affiliated colleges, though officials have so far refrained from commenting on the specifics pending review of the submitted response.
